Freeholder Deputy Director Carl Lazzaro’s political shenanigans have gone too far with respect to the omission of Howard Burrell for consideration to the Board of Trustees at SCCC.

The state’s Community College Appointment Guidelines (www.njccc.org/wp-content/uploads/2013/03/appointment-guidelines.pdf) indicate that:

“The trustee search committee should adopt and transmit a resolution to the county appointing authority, nominating for consideration for appointment to the board of trustees individuals who satisfy the qualifications and criteria set forth in these Trustee Appointment Guidelines. The nominating resolution should be available to the public upon receipt by the county appointing authority.”

As far as I am able to ascertain, this procedure, designed for transparency in the process, was not followed. This resolution, if it ever existed, was not made available to the public and no Freeholder I asked is aware of its existence. I am waiting for a response from the county government to my OPRA request for the resolution.

Carl Lazzaro took it upon himself to request that the administrator omit Howard Burrell’s name from consideration for political reasons and the administrator obliged. What Mr. Lazzaro and the administrator did, while not technically illegal, is wrong, immoral, and does a grave disservice to our community at large.

The guidelines set forth by the state are intended to avoid exactly this kind of impropriety and ensure that all identified candidates are considered by the Board of Chosen Freeholders. Transparency was curtailed by Carl Lazzaro and the administrator’s actions, and well qualified candidates were not given consideration at all.

Mr. Lazzaro only has a few months left in office. It would be in the best interest of the people of Sussex County to censure Carl Lazzaro for the remainder of his term since he has demonstrated that he cannot be trusted with a position of authority.
