Andover notice to residents (sidebar to story about odor)

    To Andover Township residents:
    The Township has received complaints concerning odors emanating from a property near Howells Pond. The property at issue appears to be a Sewer Plant with operations permitted by the State of New Jersey. We have learned that the New Jersey Department of Environmental Protection (DEP) has an open case regarding this issue, over which the DEP has governance.
    After an extensive review of this matter, the Township urges any residents who take notice of the odor to:
    Contact the DEP hotline at 1-877-927-6337 to report a complaint, referencing DEP case # PI 46069;
    Be prepared for a follow-up call from the DEP, wherein complainants will be asked to confirm their observation of the odor;
    Be prepared for a request from the DEP to visit the site from which the complaint was made;
    Record and report to the Township at 973-383-4280 the complaint number you are issued in your call to the DEP.
    Pursuant to N.J.A.C. 7:27-5, under which the DEP investigates ‘Prohibition of Air Pollution’ complaints, it is imperative that residents note in their complaints that the complaints are based on observations made at their residences.
    Once residents have been issued a complaint number by the DEP, we would encourage them subsequently to contact the Sussex County Department of Health and Human Services at 973-579-0370 to report their complaint number additionally to the Sussex County Division of Health.
    We ask that residents please let us know if they have questions concerning the above instructions, and we will continue to update residents as we learn additional information.
