Sparta names new township manager
Acting manager David Troast gets the job Sparta The Township Council voted unanimously last week to name David Troast as the town’s new manager. Troast, who has served as Sparta’s Township Planner since April, 1996, has been filling in as acting manager since Henry Underhill resigned in May. Mayor Scott Seelagy said Troast has done an excellent job as Sparta’s planner for many years and over the last few months the council has had the opportunity to observe his performance as manager. He said the council is confident Troast will successfully fulfill all the duties of the position. Seelagy said, “We believe we have the right man for this job and he has the full confidence of the council.” As planner, Troast was responsible for Sparta’s affordable housing plan which was required to meet the state’s COAH obligation. He was responsible for the planning of the town center, and implementing the streetscape. Troast was also responsible for the open space plan which he said was designed to create a balance between development and open space. He said, “It’s all about maintaining the character of Sparta and to manage how land is developed.” But what Troast called, “the nuts and bolts” of his job as planner was his work with the Planning Board and his work on individual or corporate applications for building and development. Troast reviewed all applications as to existing ordinances and the master plan. Now Troast’s job description will include duties similar to those of a corporate Chief Operating Officer. He will run the day-to-day operations of the town, manage all departments, and will make all township employment decisions. He will also work closely with the council to implement policies they set. Seelagy said, “Mr. Troast is open to discussions on all issues and he will have an excellent relationship with this council.” He said it is critical for a good manager to be transparent with the governing body and that the best government is based on open communication. Troast said he has an excellent staff in the Planning Department and a soon-to-be-certified assistant planner who will be able to manage planning duties. Troast may continue to wear two hats for a while, but feels confident the staff will function well. He does not believe it will be necessary to hire another full-time planner for the time being. Troast said, “I am honored and humbled to be selected to serve as Sparta’s new manager. I am excited and look forward to the challenge.”
