    June 23 Patrolman Mark Mastandrea observed a vehicle traveling northbound on State Highway Route 15 that crossed over the white line. The driver of the vehicle, James R. Smith, 26, of Franklin, was arrested and charged with possession of drug paraphernalia, driving while suspended, operating an uninsured motor vehicle, failure to maintain a lane of travel, being an unlicensed driver, driving an unsafe vehicle, driving an unregistered vehicle and having fictitious plates. A passenger in the vehicle, Stephanie Villarreal, 18, of Hamburg, was wrested and charged with possession of drug paraphernalia, being under the influence of a controlled and dangerous substance and giving false information to a law enforcement officer. Both parties were released pending a mandatory appearance in Sparta municipal court. June 27 Sergeant John Paul Beebe observed a vehicle traveling northbound on State Highway Route 15 at a high rate of speed. Further investigation resulted in the arrest of the driver, David Grosse, 37 of Port Jervis, NY. He was charged with speeding, driving while suspended and being unlicensed. A passenger in the vehicle, Michael Fiske, 22 of Livingston Manor, NY, was also arrested. He was charged with possession of drug paraphernalia, and possession of marijuana. June 28 At 9:3l p.m., Officer Mark Mastandrea responded to the East West Karate Academy for a report of a trespasser. Further investigation resulted in the arrest of James Bullwinkle, 53, of Lafayette. He has been charged with defiant trespass and harassment. He was later released. June 30 At 10:37 p.m., Officer Marc Rubino observed a car fail to stop at the West Shore Trail White Deer Plaza intersection. After stopping the car on Woodport Road, further investigation resulted in the arrest of the driver, Katherine Buck, 56, of Sparta. She has been charged with failing to stop at an intersection, failing to keep right, careless driving and driving while intoxicated. She was later released. The Sparta Police Department's Detective Bureau found research materials and notebooks from Centenary College. These items were found near Park Road and East Shore Trail.
